The new Baltimore District Court is designed to provide a clear, accessible public understanding of the activities of the Court and to convey an image of "civic structure". The two-story facility will house five courtrooms and ancillary spaces for court-related agencies. The building will be rendered in materials of pre-cast concrete, granite and glass. A double-height, glass enclosed lobby provides direct connection to the courtroom level via a monumental stair.

A secure detention space is provided to hold detainees in custody and is connected to the courtrooms via a separate secure circulation system. Judges chambers and employee offices are also isolated from both the public and detention spaces and are provided with their own circulation and access system.
